RESPECTING RIGHTS OF CITIZENS REPORTED EXCHANGE OF ASSURANCES CONDITIONS IMPOSED BY WASHINGTON (UNITED PRESS ASS JCIATION—COPTUIOHT.) (Received January 15, 7.5 p.m.) BERLIN, January 13. The Government has announced that mutual assurances have been exchanged with the United States. Each country will in future respect the rights of the other’s citizens under the existing friendship pact, and settle controversies by consultation. In Washington, the United States State Department has made public a series of Notes in which Germany promises to accord Americans all rights due under treaties. As a result of the exchange of Notes, the United' States has submitted a list of individual cases in which it is alleged that Germany has violated the rights of Americans. If Germany satisfactorily adjusts these cases, and if the refugee problem is worked out satisfactorily, there is a likelihood that the United States Ambassador (Mr Hugh R. Wilson) mav return to Berlin.
