MINISTERS TO SPEAK IN BY-ELECTION
BRITISH CABINET ABOLISHES A RULIf
(Received April 28, 5.5 p.m.) LONDON. April 27. The Cabinet has abolished the rule Imposed in 1932 under which Ministers are not allowed to intervene in by-elections. As an immediate sequel, four Ministers will speak • next week in the by-election at Lichfield. There is a feeling that the Government policy needs more authoritative exposition throughout the country.
