The Secretary of State (Mr Cordell Hull), on the occasion of the fifth anniversary of the Roosevelt administration, issued a memorandum reviewing the work of the State Department and emphasising its efforts towards peace in many directions, particularly by trade agreements. Mr Hull praised Mr Roosevelt's so-called "good neighbour" policy which, he declared, must not be unilateral. He expressed regret that arms reduction and limitation had not been found feasible, and that American defences must be built up.
