J. Casey. Had sufficient [funds been available, Hughes would have been selected unconditionally." \ By the way, these minutes were confirmed at the January,. 5 meeting of the association. By unconditionally, :,this centre has rightly taken it that Hughes's selection was not tentative, as Mr Doyle mentions, but absolute, as the word unconditionally definitely ; means.

. I. Then again the association was acting unconstitutionally at its meeting on January 12, 1938, when the motion deleting Hughes from selection was made. Unconstitutionally in two directions: (a) it was making a direct negative to the motion on the books, and (b) there was not a quorum at that meeting. The rule 16 states that five members of the association shall form a quorum. Only four association members were present, namely, Messrs Fitzsimmons, Knipe, Robinson, and Aldridgc.
