It never can be . brought up to the required standard—j even if he could pay the exorbitan '< charges demanded for doing so—whicr j he cannot. The hard part is. it is no the old crocks which are the cause . of the accidents, but the high-powered , mechanically perfect cars, driven bj 5 power drunk, and very often, alco- ; hol-muddled irresponsibles.
