Morn-; son) said there were two ways of organising agriculture to meet the, event of war. One was to conscript ( agriculture, in the sense of dictating ; what pastures were to be ploughed ■. and what operations done. ' In the case of rearmament in the j industrial field, the Government had refrained from conscripting mdus- i trial works, believing that the free play of the energies of the people could create an instrument for de- j fence fullv as formidable as any conscripted industry. The Government's policy would be of permanent benefit to agriculture in peace, as well as strengthening it for wartime conditions.
