NAVAL AGREEMENT RATIFIED
ENGLISH PACTS WITH RUSSIA AND GERMANY (Received November 5, 7 p.m.) RUGBY, November 4. Instruments of ratification of the Anglo-German and Anglo-Soviet naval agreements of July last were exchanged to-day. The Foreign Office agreements will come into force as from to-day. These bilateral treaties run parallel to the London Naval Treaty of 1936, and provide for qualitative limitation and the exchange of information about future naval construction.
