GENERAL UGAKI WITHDRAWS

TOKYO. January 29.
Because of the persistence of the army’s opposition, General Ugaki has abandoned his attempt to form a Ministry, “because of lack of personality and virtue.” The Emperor has sent the LordKeeper of the Privy Seal to consult an elder statesman, the 87-year-old Prince Saionji.
