(Received December 16, 12.30 a.m.) WASHINGTON, December 14. The French Ambassador! in a cordial letter to the State Department. says France is unable to meet the war debt instalment due to-morrow, but hopes that the improvement of conditions in France will permit cf negotiations leading to payment. He blamed economic conditions for the troubled world situation and the failure to meet the payment. Notes from Italy, Hungary. Latvia, Lithuania, and Poland also indicate default. .Finland was the only natidn to meet her payment of 231,000 dollars, of a total of 1,235,000,000 dollars.
