PRESIDENT REAFFIRMS ELECTION PROMISES BUDGET INCREASE NOT .CONTEMPLATED (Received November 11, 10.40 p.m.) WASHINGTON, November 11. At a press conference Mr Roosevelt reaffirmed his election promises not to propose new taxes at the next session of Congress. He avoided commitments on balancing the budget, indicating, however, that the budget for the next fiscal year will not be larger than the current year’s. Mr Roosevelt cautioned journalists not “to go out on the limb” in describing the administration’s plans. He added that whatever changes were made in corporate taxes would not be retroactive because the Government needed the money.
