SOVIET ARMY'S STRENGTH EMPHASISED FRENCH JUSTIFICATION (BRITISH OFFICIAL TOBUESS.) "(Received February 21, 7.33 pjft.) PARIS, February 20. Opposing the revocation of the Franco-Soviet Pact in the Chamber, M. Henriot, replying to criticism that the Red Army was too weak to be of real help to France, said that Russia had 1,300,000 men under arms, who were serving for from two to five years, and another 3,500,000 trained reservists. He quoted General Loisean, the assistant chief of . the French General Staff, as stating that the Russian Army was one of the most powerful in Europe. French textile and metallurgical industries favoured a loan of 1,000,000,000 francs to the Soviet because it would bring new business and would enable the re-employ-ment of 30,000 workers.
The pact fully harmonised with the league and the Locarno Treaty. The Russian attitude had been irreproachable since Russia had entered the league.
