The Emperor of Abyssinia, in the speech from the throne proroguing Parliament, announced the adoption of conscription and the organisation of the whole population, male and female, for war. Everybody wilJ be taxed for the equipment of the army. The Emperor added that in future the penalty for treason would be death. According to Abyssinia's ancient Jaws, traitors could be burned alive. DISPUTE TO GO TO ARBITRATION (Received April 14, 8.30 p.m.) STRESA, April 13. Italy and Abyssinia have agreed to submit their dispute to a committee of conciliation.
