23 JAPANESE KILLED
CLASH WITH BANDITS IN MANCHURIA (Received March 22, 1.30 a.m.) TOKYO, March 21. Reports from Harbin state that a Japanese officer, Captain Kitagawa, and 22 others e killed, and more than 60 wounded, in fighting bandits at the town of Ilan on Monday. TAXES ON IMPORTS A JAPANESE RETALIATORY MEASURE TOKYO. March 20. The Lower House passed the Trade Protection Bill, giving the Government flexible power to impose retaliatory taxes on imports, and also to restrict or to prohibit imports.
