A story going the round of Hie diplomatic circle in London deserves wider publicity, apart altogether from the question whether it is true or not, states a London paper. It concerns the first meeting between LitvinoiT, the Russian Foreign Minister, who went to the United States to try to negotiate a trade treaty, and President Roosevelt, at Washington. On that occasion, so the story runs, Litvinofl began the discussion by saying: "Mr President, you and I have at least some common ground. In Russia wc have a five-year plan, and in the United States you have five plans a year."
