Vargas; Abbon Motta, cousin of the President's wife; the German-born owner of the launch, whose name is given as Rosenbeck; and the phot of the launch. The border guard said that the launch was carrying a group of men from Sanborjan armed with rifles and machine guns. They were believed to have been seeking the release of the men held for the kidj napping of the Brazilian political refugee, Colonel Juan Garcia Cunha, on September 18. The Argentine Government last night sent cabled instructions to its ambassador in Rio de Janeiro to present Argentina's condolences to Brazil over the incident. The Ministry for Marine has ordered an investigation. In official circles it is recognised that the incident is a grave threat to harmony between Brazil and Argentina.
