The situation in the Far East , seems to be as critical as that in Europe. The Soviet alleges, accordto the Riga corrospondcrit of "The Times," that the Japanese are continuing to arrest responsible employees of the Chinese eastern railway. Unexampled disorder prevails as a result uf the rivalry between Soviet and Manehukuu olfjeial.-,, who are countermanding each other's orders and appointments. The official organ of the Soviet Military Council declares thai Russia is sufficiently strengthened to cope with her enemies. Japan is warned that she cannot avoid the responsibility of a conflict.
