BRITISH DELEGATE IN AMERICA POSSIBLE COURSES OF ACTION NEW YORK, October 3. Sir Frederick Leith-Ross, chief economic adviser to the British Government, arrived to-day to negotiate with the United States Government foi; a settlement of the British war debt. Formal discussion will probably not begin before next week. Unless the discussions reveal some concession on the part of the British Government which would appear sufficiently important to the American. people, any agreement will meet with opposition in Congress when it comes up for ratification. American experts see two possibilities:— (1) A lump sum payment with a scaling-down of the debt in consideration of commercial advantages to the United States. (2) An agreement to postpone all payments until after the depression period.
