Quoting Irom a statistical return. Mr F. W. Aickin, law officer to the Railway Department, stated at a sitting of the Transport Appeal Board in Auckland that £45.23 out of every £IOO of production in 1931 was spent in transport. A good deal of that expenditure represented the cost of duplicated services and uneconomic competition. That sort of thing was an obstacle to economic recovery, and the economic development of transport services. Heavy transport costs had to be forced down, and each operator permitted only to carry on in his own economic sphere.
