* VISIT TO COWES FOR REGATTA. omcil- WIGBLEoS I (Received July 25, 5.5 p.m.) RUGBY, July 25. Holiday crowds watched the ceremony of changing the guard at Buckingham Palace this morning, and gave their Majesties the King and Queen an enthusiastic send-off on their departure for Portsmouth, where they joined the Royal yacht. Later they sailed for Cowes, where they were received with a salute of 21 guns from the guardship, H.M.S. Rodney. The yachts assembled in the roadstead dipped their ensigns as the Royal yacht passed.
