Franks, a person not registered under the Unemployment Act, and employing persons in arrears with the unemployment levy. Mr R. T. Bailey, officer in charge of the Labour Department at Christchurch, said that an inspector paid a visit to the firm on June 24. and found that the emergency charge had been deducted from the wages of employees but thai there was no record of Unemployment Board stamps having been procured. The amount of the unpaid tax was £230 Is <Jd. Enquiries by the department showed that tiie principals of the linn had no knowledge of the omissions. The clerk who was responsible had joined the firm in April, 1932, but the job had been too bin for him and lie had got inlo a hopeless muddle in this and other matters. The department was satisfied that there had been no attempt on ihe part, of the firm to defraud the Unemployment Board nor of dishonesty on the part of the employee responsible. The latter, instead of advising his principals, when he found things getting beyond him, thought thai he would be able to lix it up before it came to Iheir knowledge. There was no suggestion that the firm had been using the money, which had ''imply been lying in the accounts. The amount was paid into the Post Oilice as soon as the principals of the firm were apprised of the position. The levies of four employes had been paid 21. days late, of one 17 days late, and of another 10 days late. One employee had been late- in registering after reaching the age of 20.
