JAPAN'S FIRM ATTITUDE. (UNITED J'lttSS ASSOCIATION—BY ELECTBIG TELEGRAPH —COPYRIGHT.) LONDON, December 13. The Sydney "Sun" service learns that Sir John Simon (British Minister for Foreign Affairs) privately communicated with Tokyo urging Japan to agree that the dispute should be arbitrated by a special conciliation committee which would meet in a calmer atmosphere than was possible at the meetings of the committee of 19. The first news of the proposal was contained in this morning's Tokyo and Geneva messages, announcing Japan's rejection of the proposal. It is now expected that the committee of 19 will proceed according to programme.
