PROGRESSIVE DEMAND FOR CONCESSIONS. COMMENT BY « THE TIMES." (UKITED TRESS ASSOCIATION—BT ELECTSIO TELEGBAPH—COPYIHG ST.) LONDON, September 7. The Berlin correspondent'of "The Times" says a quick public reaction to Germany's claim for equality in armaments is revealed by substantial rises in shares. Two firms are expected to benefit therefrom. One is permitted under the Versailles Peace Treaty to manufacture arms and munitions, and tho other is not permitted, but has actually installed munition manufacturing equipment. Germany is pursuing the logicalpolxcy of first attacking the occupation of tho Rhineland, then reparations, and jiow armament restrictions. Directly she secures the abolition of the lastnamed she will insist on territorial revision in Europe and the colonics.
