THE PEACE PACT.
AMERICAN INTERPRETATION. WORLD SECURITY STRENGTHENED. tBKITISd orjriciAi, WIMLISS.) KUGBY, August 9. A profound impression has been created by a speech by Mr H. L. Stimson (United States Secretary of State) in New York last night. The Press welcomes the statement that the BriandKellogg Peace Pact "necessarily carries with it the implication of consultation" between signatories faced with the threat of violation. This implication, Mr Stimson said, has not been fully appreciated by those anxious to see the pact supplemented by a formal provision for consultation, and be added that this interpretation would bacome, one of the great permanent policies of the United Statos. The acceptance of Mr Stimson's interpretation of the pact must constitute a valuable strengthening.of the world's security and the international architecture of the pact.
