RIFT IN ECONOMIC CLOUDS.
LORD IRWIN'S VIEW. SIGNS OF BETTER CONDITIONS. (*HITJSH OniCIAX. WKZLSSS.) * RUGBY, August o. Lord Irwin, President of the Board of Education, speaking in London, expressed the view that the economic storm, of which Great Britain had feh, the full force last year, was beginning to blow itself out. He described as "openings in th» clouds" the reparations agreement at Lausanne, the success of the War Loan conversion, the recognition by the European countries of the necessity for readjusting their views about disarmament, and the promise of Ottawa, where the whole Empire was hoping to see fulfilled its desires for closer economic unity, which might be both an example and an inducement to the world to return to the paths of greater economic sanity.
