CAMPAIGN AGAINST THE BANKS.

What appears to have been a nationwide plot to undermine the banks was revealed by Federal agents, who raided the hotel' room of George Bowland, an alleged Communist, at Pontiac, Michigan. They found a number of documents detailing a "whispering campaign '' against the banks throughout the Middle West. It is understood that the technique of the so-called Communists consisted of clandestinely telephoning heavy positors and declaring that Various banks were unsafe, and were expected to close. It is believed that such tactics were responsible' for the heavy withdrawals in June from a number of Chicago banks, many of which failed.
