Edward Herriott is now compelled to form a Cabinet principally from the Radicals. It is not expected that the Socialists will vote against the new Ministry at present, as the importance of a united front at the Lausanne Conference on reparations, is recognised. The new Chamber of Deputies assembled with the front benches empty, M. Andre Tardieu (former Premier) and his. colleagues resuming their places as ordinary members. Tho proceedings were formal, apart from tributes to the late Prtsident M. Doumer. M. Edouard Herriot, in a speech at a meeting of the executive of the Radical Party, indicated that the conditions imposed by the Socialists for the Party's participation in the Cabinet, were unacceptable. The So<Halist condition was the acceptance of the Party's programme by the Radicals. The Socialist Congress later decided that the conversations should be ended. M. Herriot is anxious to limit his programme to balancing the Budget, the settlement of the German debt question, and disarmament.
