COUNTY COUNCILS

KAIKdURA. A moeting o£ the Kaikoura County Council was held yesterday. Present: Crs. F. J. Mont (chairman), P, ,S. Humm, E. E. Weavers, B. J. Mackle, G. E. Parsons, J. Boyd, D. Boyd, E.' H. Eccles, and R. L. Withers. The Valuer-General notified that as an Assessment Court might be required to hear objections to valuation in Kaikoura, steps would be necessary to have an assessor appointed by the Council. It was stated that Mr G. D. "McDonald .was at present the assessor. The sanitary inspector notified having received complaints, respecting a nuisance created by decomposed fisliheads at the old wharf, and asked that the police 'be re* quested to keep a watch for any future offender. It was decided to fall in with the recommendations of the inspector. The Amuri County Council advised that maintenance work estimated to cost £22s'will be necessary on the Ilurunui bridge, Kaikolira's share being 7 cent., Cheviot's 5 pet cent'., Amuri 75 per cent.; Waipara .lO per cent., Awatere 3 per cent., highways subsidy .£3 for £l. The secretary of the Trotting Club applied for a reduction of rent of the South Bay Domain, stating that the club was passing through difficult times.—The letter was received. The secretary of the Unemployment Executive advised that a public meeting had been called for Monday night to appoint two members to act as an administration committee. Cr. Withers said the meeting was being convened in order that the public may have representation. The county chairmau and Cr. Withers were appointed as the Council delegates.. . Cr. Eccles moved that the resolution Of the County Council: "That the resolution ■passed at a special meeting the Kaikoura County Council on June sth, 1915, 'That the Council by special order declare all formed Toads within the county and roads that may hereafter be formed, be main roads,' " be rescinded. . Speaking to the motion, Cr. Eccles said that rates received from ridings should be expended in such ridings, and rates be fixed accordingly. _ , The motion -was seconded by Cr. J. Boyd. The motion was put and lost, Crs. Eccles, J Boyd, and Withers voting for the motion. The chairman referred to the finances of the county. The Council were roughly a year and a quarter ahead of the finances- — £I3OO overdraft on March 31st, 1932, instead of a credit balance. Rates' collected were approximately £5400, the overdraft making a big hole in the finances. They would therefore have to rely on overdraft and the Council would have to go slow. Ratepayers were unable to pay their rates. He moved that the Council terminate the foreman's posiL tion immediately. This was seconded by Cr. Humm. Cr. Withers: Do you mean that there will 1 be no man in charge! The chairman: .It would be left to the engineer and a ganger would be appointed to work as the others, at such extra remuneration aS the Council thought fit. | The motion was carried. Withers raid it looked as if they intended to terminate the services of the county clerk.
