The Japanese are engaged in endless guerrilla warfare, with occasional major engagements against the Manchukuo forces, whicli are instituting a reign of terror in many parts, burning villages, destroying railway tracks and stations and terrorising the countryside. The Japanese to-day ordered a general attack on the Chine-io brigade, and occupied the walled city of Fanthong, following the Chinese burning of Tungho City, compelling the Japanese garrison to take refuge in transports on the river to escapo the fire. Meanwhile the League Commission is unable to make much headway in its investigation of the Manchurian situation, owing to fighting in the majority of districts.
