The city is paralysed by the snowfall, which has reached a depth of 18 inches. Thousands of persons have been snowbound in their homes or offices. Transportation has beep completely demoralised, the surface cdr facilities being snowed under with over 20,000 men unable to malte a dent in the packed Bnow on the tracks. Police details are guarding salt transportation stations to prevent crowding, which injured many yesterday.
