IMPORTANT CHANGES EXPECTED. (Received February 24th. J 1.20 p-nt.) LONDON, February 31. Important changes in prison rale# ar© foretold by the "Daily HertW" as a result of the Prison Commissioners" review. The most notable is the abolition of fourteen days' solitary confinement for every hard labour prwowr at the beginning of his sentence.
