All foreigners residing in China and at present enjoying extra-territorial privileges, after January Ist will be subject to the laws promulgated by the Chinese Government, according to an announcement issued by the Foreign Minister (Dr. Wang). This decision, which has been long anticipated, was reached at an emergency meeting of the Central Political Council, which decided to issue an official mandate abolishing extra-territori-ality, though it was previously acknowledged by Dr. Tv'ang that it would be impossible to enforce it until the Powers agreed in principle. ESTIMATE OF CHINESE LOSSES. THE CONFLICT WITH RUSSIA. SHANGHAI, December -27. Mukden officially estimates the Chinese losses in the Chinese-Soviet dispute at 10,000 killed, and a monetary loss equivalent to £10,000,000. These figures represent directly ascertainable losses. It is believed in Manchuria that the losses are much greater. PROTECTION OF AMERICANS. (Received December 30th, 12.50 a.m.) WASHINGTON, December 2£. The American Government will take stringent measures to protect the rights of nationals in China if there are infringements of their privileges under the present extra-territorial provisions of the Chinese-American Treaty, the State Department indicated.
