The Liberal Press is allowed by the relaxation of the censorship to comment freely on the subject of the unwelcome new Constitution, with which it is proposed to replace the Dictatorship in Spain. 'flie scheme is to vest the Government in a single Chamber, of which half the members will be elected on the basis of universal suffrage, another section will be elected by professional, trade, and agricultural bodies, and the remainder will be nominated. There will also be a Council of the Realm, without any administrative functions, but able to intervene in legislation.—Australian Press Association. Jit was officially announced hv the Dictator of Spain, General de Rivera, on July 3rd, that the Dictatorship was to be brought to an end. General de Rivera said the new Constitution would be submitted to a plebiscite, as the Government desired that the people should resume control of the State. The details of the constitution were to be announced in the General Assembly at once, but not fully discussed until the autumn session.]
