REPARATIONS QUESTION.
PROPOSED COMMITTEE.

Poincare received Sir William Tyrrell and informed him of the progress towards the appointment of a committee on Reparations. It is understood that M. Poincare, who at first was only willing to appoint a delegate with limited authority, is now prepared to sponsor a committee, which is practically settled. It shall consist of eminent, independent financial experts, and not officials bound by the instructions of their reEpertive Governments. It lemains to bo decided what the committee's terms of reference will be. It is believed that it will be empowered to ascertain the total sum sufficient to satisfy the Powers' demands, including France's war damages, and suggest the number and amount of the annuities payable by Germany. *.mong the names mentioned are thuse of M. Moreau, who will represent France, Sir Josiah Stamp, Britain, Dr. Schacht, Germany. M. Frangqui, Belgium, and Signor* Perelli, Italy.
