THE GOVERNOR'S SPEECH.

SYDNEY, September 11
The State Parliament was opened by Commission, as the Governor is absent from the State. The Governor's speech, as retd, stated that as a result of beneficial rains throughout the State during the past x year,-the general outlook was very encouraging. During the recess, advisors had. made attempts to place the coal industry on a more satisfactory footing, and he hoped that these efforts would result in the industry being put on a more stable basis. -A Bill for the reform of , the Legislative Council ,would not be introduced until next year, but in the meantime the Bill would be brought down providing that the Constitution should not be altered to permit the abolition of the Council or to make fundamental alterations to its constitution without reference to the people.—Australian Press Association.
