BOROUGH COUNCILS.

MCCARTON. The Riccarton Borough Council met last night. Present: The Mayor (Mr H. Manbire), Crs. R. G. Malcolmsc-n, T. M. Ford, H. Telford, R. Hepburn, L. Oraandy, J. P. Peters, and R, H. Rankin. A letter from the Fire Board was received asking whether the Council intended to renew its fire protection agreement! It was gelded to ask the Board for a reduction of -100 on the amount per annum, £SOO, now paid by the Council. The Addington Public Library secretary wrote asking whether the Conncil would receive a deputation requesting a grant towards library expenses. A motion that the deputation should be received was defeated by five votes to three. A motion that the Council should write to the Valuation Department protesting against the recent revaluation of the borough was defeated on the vote of the Mayor. Protest Against Hoarding. A letter was received from the Railway Advertising Department advising its intention to erect a hoarding at Addington. The hoarding, the letter stated, would not impair the beauty of the district. "We must be against it," said Cr. Rankin. ''We are against all hoardings, and we must be against the Government's hoardings too." The Council decided to advise the Department that it was unfavourable to the erection of any hoardings in the borongh. Riccarton Road. The Town Clerk reported on the Council's fc ° r 4 s -' extena ' n S over several years, to have the Riccarton road declared a main highway, or to have adequate contributions made towards its maintenance. He stated that the District Engineer, Mr Langbein, had now verbally promised that the Board would pay retrospective maintenance, from the time of the Board's inception, on the Riccarton road. The Council decided to write to the Board asking that this undertaking should be fulfilled,

SUMNER. The regular meeting of the Sumner Borough Council was held last evening, there being present: The Mayor (Mr W. H. Nicholson), Crs. B. J. Ager, W. Healey, T. Newburgh, V. E. Hamilton, C. J. Wilson, C. I. Denham, H. W. Harris, and F. C. Cooper. The Gas, Electricity, and Water Committee reported that the Tramway Board had agreed to allow the Council to erect a sub-station on its land at the balloon loop, and the committee had instructed the electrical engineer to prepare a plan of the building and the site, and to forward these to the Board for its a proval. It was recommended that the gas and electricity used now and not charged for be debited to the various departments using those commodities. The report was adopted. The Works Committee recommended that the shingle be removed from that portion of Wakefield avenue near the English church, after which that portion to be tar-sealed, the shingle removed to be used for covering a portion of Nayland street. The committee also recommended that the District Telegraph Engineer's suggestion to paint a wide white band at a convenient height on the telephone poles at the corner of Nayland and Euston streets be approved. The report was adopted. The Redcliffs Burgesses' Association wrote asking that a secure fence be erected along the Monck's Spur road above the Defence Department's property. The matter was referred to the Works Committee. Concerning the proposal to lay out a new road on Hill, the Council received a letter from the' Assistant Under-Secretary for the Public Works Department, stating ! that the matter had been considered carefully, i and the Minister regretted that he could not j authorise a 40ft road as desired. He was ad- j vised that there was every possibility of tho j street being required to carry a considerable amount of traffic in the future, and whilst tho owner was under a legal liability to dedicate a full-width street, he did not think that the Council should accept n street of lesser width and thereby incur the risk of making' the ratepayers in later years pay compensation for the acquisition of land which should have been dedicated free. Referring to the letter, Cr. V. E. Hamilton said that he had interviewed the Minister whilo (In Wellington, and had been able to clear, up a misapprehension that seemed to exist with the Department as to tho shape of tiie y hill in question. It was decided to write to the Under-Secre-tary asking tho Department to accept the dedication of the narrower road.
