U.S.A.'S MINISTERS.
NEW APPOINTMENTS. (BT CABLE—PHRSS ASSOCIATION— COmUOHT.) (AUSTRALIA* ABB V.S. OABLB ASSOCIATION.) WASHINGTON, February 4. The State Department formally announced to-day the appointment of Mr William Phillips at Minister to Canada. He explained his willingness to surrender the post of Ambassador to Belgium to go to Ottawa, because, he says, he realised the importance of the position, and the great further servie* he could render the Government. Mr Sterling's appointment as Miniate i to Dublin is officially confirmed.
