Discussing the Xicaraguan situation, Senator Shipstead announced that ho will introduce a resolution in tbo Senate proposing that President Coolidge invite the live Republics of Central America to Washington for a conference with the object of forming a sovereign Central American Federation. The resolution will pledge the United States to. extend substantial assistance in connexion with the creation of a stable currency and banking system and other indispensable institutions, and special consideration in the field of commercial policy, receiving in return plenary rights to construct, nnd a perpetual lease to operate, tho inter-Oceanic Canal heretofore the subject of negotiations. Senator Shipstoad said that much of the trouble in Central America arises from the rather irresponsible naturo of the Government in several of theso Republics, all five of which have, much to gain and little to lose by creating a single state.
