to m snrroa cr thi raiss. Sir, —The now ruling not allowing more than one-third figures in cables to London, except at full rates, places many business houses at a great disadvantage. Cables have been built up for years on tho figure system, and it is distinctly annoying to find that perhaps two extra numbers in a very long cablo, place this cable in the category of full rates. If the idea of the cable control people it to restrict and annoy their clients, they are going the right way about it. One would suspect that the new schedules have been gotten out by an official without any referenco at all as to how it is going to affect their clients, and consequently their business.— Tours, etc., FED UP.
