BERLIN, February 3
Dr. Willielm Marx, the Chancellor, in a statement at the opening of the Reichstag, declared that tho Government recognised tho Republican Constitution, whose organisations anil colours would be protected and honoured. Charges would bo made only as constitutionally provided, and forcible attempts at alteration would be punishable as high treason. The Government was paying special attention to defence, .strengthening the whole country's confidence in tho Rcichswehr. from which politics must be excluded. President Hindenluirg's decree against illegal recruiting would be carried out. The supreme task was tho liberation of the second and third Rhineland zones. Continuance of the occupations was incompatible with 1/ocnrno, and endangered neighbouring relations. A policy of mutual understanding would solve the problem.
