CITY COUNCIL.

FORTNIGHTLY MEETING. The Christchurch City Council met last evening, when those present were: The Mayor (Mr J. K. Archer), Crs. A. McKellar, E. H. Andrews, 0. W. B. Anderson, A. W. Beaven, W. E. Lcadley, C. T. Aschman, A. F. Carey, D. G. Sullivan, M.P., E. McCombs, C. Carr, W. J. Sim, A. D. Ford, and J. N. Du Feu. Apologies for absence were received from Crs. C. P. Agar and F. R. Cooke. The financial statement gave the following particulars:-—General rate levied, £124,769 6s 7d; general rate collected, £121,358 13s 10d; receipts since last meeting, £39,870 5s 4d; accounts authorised for payment, £39,807 13s 3d.' In his statement, the Mayor said that he. and the Town Clerk had received an invitation to attend the closing ceremony at the Dunedin Exhibition. They proposed to leave on Friday and return on Saturday night. Petitions. A petition was received from George Irvine and twenty-ono others, ratepayers in North Richmond, protesting against being included in the Richmond Recreation Ground special rating area, and pointing out that it was distinctly unfair and inequitable, seeing that they had the Richmond Domain within a few hundred yards of thoir properties. A note attached by the Town Clerk stated that the special roll comprising the names of alt persons entitled to vote in the special rating area was open for inspection from March 17th until March 25th, and any person whose name appeared on the roll had the opportunity of objecting until April 9th. Notice to this effect was given in "The Press" on March 17th. It was decided to inform the petitioners that thoir protest was too late. | A letter was received from the Christchurch Tramway Board, forwarding a petition signed by 49 residents in Bealey avenue, protesting against the laying of the proposed tramway track on the south side of Bealey avenue. 1 The letter was received. [ J. L. Benfell and others forwarded a.petition protesting against changing the name of Westenra street, in which they were resident. Tho petition stated that the thoroughfare was the first Westenra street to be named in Christchurch, and they claimed to keep it against allcomers. The general state of the road and path was a disgrace to Christchurch. Tho petition was referred to the Street Names and Works Committees. Bridge of Eemembrance. A letter was received from the Department of Internal Affairs, advising that in view of the special circumstances, the Hon. Minister had approved of tho insertion of a clause in tho Local Legislation Bill next session validating the payment made by the Council .towards the erection of the Bridge of Remembrance. Also forwarding copy of Standing Orders relating to the introduction of the Bill, and asking the Council to comply with' the. provisions of Section 403 (b) thereof. It was decided to take the necessary steps to ha-ye tho legislation passed. Abattoir and Reserves Committee. The Abattoir and .Reserves Committoo reported as follows: —The committee has had under consideration the question of augmenting the water supply at the abattoir, and the City Engineer has presented a report outlining two alternative schemes, both of which would cost over £3OOO. In "view of the suggested erection of a new abattoir, the committee is of opinion' that the outlay of such a large sum of money is not warranted at present, and has referred the report back to the engineer for reconsideration, with a recommendation that he investigate the question of taking steps to obtain a higher pressure from the existing supply. Mr L. B. lies, whose tender for the lease of -Victoria Park was recently accepted, has intimated that, owing to family reasons, he is unable to take up the lease. The committee recommends that Mr lies be released from his obligations in the matter, and that the tender of the former lessee, Mr <?. McCullough, at £7O per annnm, be accepted. Mr J. E. Qualtrough has been placed in charge of Spreydon Domain. The committee has authorised the removal of the concrete cricket pitch and the ploughing, levelling, and sowing down with fine grass of the flat area of the domain. The preparation of the 300-acre block at Bottle Lake plantation for planting this autumn is now in • progress. _ The fencing of Woolston Park will be put in hand, this week. All general work is well forward. Provision will be made in the estimates for a new set of gates for. the Park. .The report was adopted. By-Lavs and Finance Committee. - The By-laws and Finance Committee reported as follows: M* I- Piteaithly has resigned from his position as clerk in tho r3te collector's department. T)i6 question, of filling this position and the. readjustment of the rate collector's staff has been referred to the chairman and the Town Clerk for a report. • The report was adopted. Electricity Committee, The Eloctricity Committee reported as follows:—Four tenders have been recoived for lOdwt of marline. The lowest tender, that of Briscoe and Co. (£63 ss), covers a British article, of a make previously, used by the department, and Is recommended • for acceptance. • The purchase of a graphotype machine at £220, less, 5 per cent., is recommended. Nine tenders have been received for 25.000 yards of 7/.044 —-600 megohm grade, harddrawn copper cable, required for extensions and alterations to overhead lines. The lowest tender, that of Carrick Wedderspoon (£531 ss), covers a Continental article, of the makers of which the department has no knowledge, and no experience with thoir cable. The next lowest .tender is a wellknown make (Henley), of. which the department already has large quantities 'in use. The small difference in price, coupled with the experience obtained with the one, and the lack of experience with the other, warrants preference being given to the "British article. The committee therefore recommends the acceptance of Messrs Turnbnll and Jones's tender of £587.105. The committee has placed- on'record-its appreciation of the services rendered by the members of the WiremenVExamining Board, and recommends that the fee of £25 for each of the three members of the Board, paid in previous years, should be authorised for the year ending March 31st last. The committee received an offor from Mr J. Deans, of Homebash, to supply some larch poles, with a view to the department testing their suitability for electrio line purposes. The trees from which the poles were to be cut have been inspected, and arrangements made with Mr Deans to supply some pples after they have been seasoned. ■ When erected, they will be kept under observation, and their suitability thus tested. The committee desires to express its appreciation of Jtfr Deans's interest in this matter. .The committee recommends the installation of fourteen new street lamps. These will be in Warrington street, Springfield road, Clare road, Domain terrace, Ferry road, Manning place, Harrow street, Glasgow street, Newcastle street, Chelsea street, St. Heliers street, Rhona street, and Liverpool street. Tho report was adopted. Water Bnpply Committee. The Water Supply Committee reported as follows:—The streets yet to be reticulated and being done are as follows: Slater street (portion), Dudley street, Sheen street. Banks street, River road (Medway street), and Stapleton's road (short length). Weather being favourable,, the -whole of the above should be completed by the end of this month, when the St. Albans reticulation will be started. The report was adopted. Works and Sanitary Committee. The Works and Sanitary Committee re- i ported as follows: The committee asks that authority be given to join the City and Sydenham reticulation across Moorhouse avenue in eight places, the cost to be, £424, The attention of,the committee has been drawn to the necessity' for the erection of conveniences on the triangular piece of land at the intersection of Colombo and Eilmore streets and Cambridge terrace. The City Engineer has prepared a plan of conveniences, which could be erected at an approximate cost of £250. The committee recommends that such sum be placed on the estimates, and that the work be authorised. Cr. McKellar said the conveniences, if authorised, should be constructed underground. The clause was referred back for further consideration. The remaining clauses of the report were as follows:—The Council approved recently of a subdivision of land in the vicinity of Francis avenue. The subdivision included a new road, one chain in width, with a carriageway of 26 feet, in extension of Franeis avenue. The owner of the property now asks that the roadway be constructed 43 feet in width, with footpaths of the usual width, to conform with the existing portion of Francis avenue. The committee has granted the application. A complaint haß been received with regard .V 1 ® approach to Ashgrove terrace from' the valley road footbridge. The 6um of £2BO was placed on last year's estimates for' the purpose of effecting improvements, but the wort -was not carried out.
