BOROUGH COUNCILS.

SUMNER. The Borough Council met last night. Present: The Mayor (Mr W. H. Nicholson), Cr.i. F. C. Cooper, A. Holden, C. I. Denham, It. W. Harris. On the recommendation of the 'lighting Manager, it wa3 decided to alter the direction of tho lamps at tho corner of tho Esplanade and Stoko and Hardwick and Euston streets. Tho foreman reported on tho eowenigo tanks at Redcliffs, and tho Town Clerk had been directed to forward a copy of same to tho attorneys for tho contractors with a request for immcdiato attention. The financial statement showed a debit balance of £498 9s 5d at March 31st, and ill-counts totalling £-i?G'2 5s lOd were recommended for payment. Tho borough solicitor had initrueti.i to draw up tho necessary forms in connexion with advances to ratepayers in >he Redcliffs area for making sewerage connexions. Tho borough solicitors had advised that the right-of-way off Morten street was privato property—the owners of which were responsible for the upkeep of same. It was recommended that the Council raise no objection to the residents of Upper Clifton and West Clifton using the reset v« to the pipe line, on condition that they did such work as required entirely at their own risk and expense. The committee wished it known that the pipe-lino was not a right-of-way. It was decided that tho Town Clerk take action for recovery of unpaid >ates. A petition having been received from th; majority of ratepayers on Scarborough for th» formation of a special rating area for tl-.o purpose of making a deviation of the sewer, etc., and for tho Council to raiso a special, loan of £l5O, it was decided, tint (lie Council approve of the request and that tho steps bo taken to carry out the wishes of tho petitioners. A request from tho Beautifying Association asking permission to plant and fence a piece of land on Clifton was granted. NEW BRIGHTON. Tho New Brighton Borough Council met last night. Present—Tho Mayor (Mr J. Gamble), and Crs. J. H. Shaw, F. Ward, R. Snell, H. A. Glasson, E. A. Langford, T. Robins, J. Scott, and F. Scott. Before proceeding with the ordinary business tho Mayor tendered his thanks to tho members of the Council for their expressions of sympathy in connnexion with liis recent bereavement. The Education Board asked for information concerning tho exact position as to a site which tho Council is willing to grant for tho purpose of a manual training school. Tho lcttor was referred to tho Rawliiti Domain Board. The Tramway Board stated that 1000 yards of second-hand metal at 7s Gd per yard could bo supplied as soon as tho present commitments wero completed. It was decided that the Board be informed that the price quoted was too high. Tho Municipal Electricity Department asked' tho Council to reconsider the question of tho pole which it suggested should bo erocted on Richmond terrace. It was agreed to inform the Department that tho pole may bo erected on the footpath as suggested by them. The North Beach and Waimairi Burgesses' Association drew the Council's notice to several matters needing attention, including the bad state of Bowhill road and the delay in the erection of the sea wall. The letter was referred to the Works Committee. An application was received from Mrs Stuckey to rent the shop attached to the ladies' rest room. This was left with the Town Clerk and Chairman of Works. The Works Committee's report stated that the chairman of Reserves report had been received, and held over in the meantime for further consideration, councillors being asked to make themselves acquainted with tho contents. Mr F. W. Freeman had forwarded plans of proposed alterations to tho plans of the bridge to bB erected at South New Brighton. The matter had been referred to the Mayor and Cr. Glasson, with power to act. It was decided to communicate with the Heathcote County Council asking if any further information regarding the declaration of Page's road as a main highway had been received. The committee recommends the appointment of the Mayor and Cr. Leaver as ite representatives to wait on'i the Public Works Engineer to discuss matters regarding foreßhore protection. The report was adopted. I The Finance Committee reported that neither of the two tenders received in connexion with the demolition of the old bridge over the Avon, at Sea View road and the erection of the new structure were accepted, ( the engineer considering both to be excessive. The committee recommended that fresh tenders be called immediately, and that ( Mr Toogood be asked to fix a date for an interview with the Council to discuss bridge matters. The report was adopted. The Mayor announced that the sum of £9 had been collected by the sale of poppies on poppy Day. . Cr. J. H. Shaw was appointed chairman of the Works Committee, and Cr. E. A. Leaver chairman of the Finance Committee. I ASHBURTON. The Ashburton Borough Council, at- its meeting last evening, considered correspondence and officers' xeports. The Mayor (Mr R. Galbraith) presided. Four residents of Princess street petitioned tho Council to have that portion of the street lying to the south-east of Bridge road completed and footpaths laid down. Tho petition was received. . Tho Department of Internal Affairs informed the Council that Mr Hurst Seager proposed to speak at Ashburton on May 10th on overseas war records. Mr Seager had approximately 230 lantern slides, and tho lectures should prove of the greatest interest to the relatives of those men who fell and to returned soldiers. _ The Council was asked to assist by providing a hall and lantern. The letter stated that arrangements had been made with the Dominion Executive of tho Returned Soldiers' Association for the branches in the various centres to give every possible assistance. It was decided that arrangements be left to the Town Clerk. In reply to the Council's request to have two borough streets declared continuation of highways, the ohairman of the District Highways Council No. 15 (Mr F. Langbein) stated that tho matter was discussed at a meeting of the Highways Council, held at Timaru on April 22nd, and as a result the following resolution was carried; —"That this Council recommends that the Ashburton Borough Council be paid for the maintsnanco in accordance with Section 23 of the Highways Act in respect of East street from the traffic bridge to north-east belt and Havelock street from north-west belt to East street." The War Memorial Committee wrote asking the Council again to give its consideration to the question of a site for tho war memorial. The letter set out the steps that bad already been taken and stated that the Committee was prepared to ;put the work in hand immediately if the site desired was granted. The lottor was received and held over for consideration. The Southern Cross Glassworks Company made application for the continuation of the borough high pressure water supply to the site of the works. The matter was held over. It was explained that everything possible bad been done to induce the Argyll and Sutherland Highlanders' Band to visit Ashburton, but consideration of the personal welfare of the band had rendered this impossible. Several of tho pipers had been indisposed. The Town Clerk reported that tho contractor in chargo of tho town clock had stated that rewiring was absolutely necessary and had estimated the cost ct a little under jE2.
