Under a Bill introduced on Saturday by Senator Brookhart, 250,000,0(70 dollars will be appropriated from the United States Treasury to create a joint Federal farm for export and import, and a marketing association, the management of which will be vested in a board of directors of three persons appointed by the Secretary for Agriculture from nominations of various farming organisations. The organisation will be empowered to purchase from the farmers all exportable surplus crops at the average cost of production plus five per cent profit. The Department of Agriculture will be required to fix the average cost of production on a basis of the cost over the five preceding years. The ultimate aim of the co-operativo organisation shall be the supply of the needs of the members, to attain control of the necessary production, and to effect a union of the societies of the world in an international organisation having some common purpose.
