Messrs Cullen and Keele, • two Australian engineers, who - recommended the Napier Harbour Board in 1912 to proceed with the construction of an inner harbour, were asked to report again following a report bv Mr lUirkert, Chief. Government Engineer, who had recommended the completion of the breakwater. _ , "•' ' Messrs Cullen and Keele now recommend a breakwater harbour which they say would he-more economical than an inner harbour and more easily entered in?heavy weather.
