IRAQ MANDATE.

In the House of Commons, Mr Balduin read the text of the League's Iraq decision. He explained that the Ministry was confident that the actual period of the mandate would he far lessjhan twenty-five years. It involved no responsibility to spend money or to keep troops in Iraq for the purpose of Seeding order or against external aggression. The award did not involve any departure from tho policy of the last two and a half years.

The "Daily Telegraph's" diplomatic correspondent states that the Government intends to hasten the Iraq Treaty and obtain the approval of the respective Parliaments for submission to the March assembly of the League Council when the- award can be confirmed threti months ahead of the time-limit. An early settlement is felt desirable, inasmuch as the climatic conditions of Anatolia do not favour any Turkish military demonstration before April. Rushi Bey arrived in Paris for the purpose, it is believed, of seeing M. Tchitcherin.

TURKEY AND ENGLAND. (reuter's telegrams.) GENEVA, December 17. Tevifik Rushi Bey has.gone to Paris, en route to Angora. In an interview he said: —"Our relations with England will continue friendly. We protested against the decision of the Council henceforth )t ; is for. Angora to speak. We now have got to settle the question of Mosul with the Government of Iraq. I am convinced the population of Mosul now will want to remain with Iraq."

The Constantinople correspondent of "The Times" says the Press describe the Mosul verdict as unjust and valueless to Turkey, who must solve the problem herself. "The only redeeming feature of the decision is the fact that it exposes to the whole world the Imperialist mentality of Europe," declares the newspaper "Akcham," which demands to know '.'"how much the Powers voting have been paid for their unjust verdict." The newspaper "Djum Huriet" not only attacks the League, "which," it says, "ought to be scrapped in favour of a new League based on real equality and possessing real authority and ideals," but says the whole mandatory system is nothing but a farce, destined to legitimatise tyranny, slavery, and usurpation.
