FRENCH CRISIS.

Herriofc has abandoned his at-* tempt to form a Cabinet, and M. Briand has accepted the task. The crisis is perhaps the most difficult in the history of the Republic. The attitude of the Socialists remains tho stumbling-block. A split ia their ranks is now threatened on the question of joining tho Cabinet. Finance dominates tho situation. M. Herriot conferred with the Socialist leaders, and promised to do his utmost to avoid inflation, but the measures he indicated, including tho stamping of notes for tho purposes of revenue instead of a fresh issue of notes, have not yet succeeded in overcoming their objections. Further conversations with the Socialist leaders proved fruitless. They announced that they sympa* thised with M. Harriot's attempts to; form a Ministry, but declined to participate in it. The Socialists assert that the measure of authority and responsibility which the Socialists would enjoy in the Htorriot combination does not offer sufficient scope for the exercise of the bold defensive measures imperatively demanded, therefore tho party is unable to co-operato with M. Herriot. The .deaisive measures mentioned refer to tie Socialist plan for a capital levy. LOW VALUE OF FRANC. (reuteb's telegrams.) (Received November 27tk, 7.25 p.m.) LONDON, November 26. Briand', who already has been seven times Premier, was busy lato at night forming a Cabinet. It will exclude the Socialists, unless they wish to join to make up the deficiency from, the Centre.
