Briand declined to form ;i Government. M. Doumer lias been summoned. M. Briand, leaving the Elysce, toid Pressmen that he would be delighted to include MM. Herriot. Tainlcve, Klotz. Paul Boncour, and even representatives of the Centre in a Ministry of Republican unity capable of restoring the country's finances, but lie was unable to obtain tho support necessary to command a stable' majority. M. Paul Doumer, president of the Senate Finance Committee, is ex-Governor cf Indo-Chiua. President Douinerguc held a conference with ex-President Poincarc. One of M. Briand's main objections to taking the Premiership is his desire to remain at the Foreign Office to iinish the work begun at Locarno. Radicals arc agitating for a Herriot Cabinet to include the Socialists, but 30 Socialist Deputies are opposed to participation in the Government, hence the Left Cartel is threatened with a split. A solution of the crisis is therefore likely to be delayed owing to the difficulty of finding a stable majority upon which either a Cartel Cabinet or a concentration Ministry could be based.
