BOROUGH COUNCILS.

SUMNER. The Sumner Borough Council met 'ast evening. Present: The Mayor (Mr W. H. Nicholson) and Cr*. H. C. S. Jamieson, H. W. Harris, C. I. Denham, A. Tatil'., A. Holden, E. A. Joncson, and B. J. Ager. An apology for absence was received frcm Cr. F. C. Cooper. At a special meeting an order authorising the loan of £SOOO in the Redcliffs sewerage special rating area wa« paaaed unanimously. The Lighting Manager reported that the gas mains had been extended 16 chains in Estuary road, and five new consumers had been connected. The electrical reticulation had been extended three phasc3- along Nayland street to supply a 2 h.p. motor in the bowling club's property for pumping purposes; and one phase up Clifton Spur to pick uo a 5 k.w. cooker. A start had been made to run 1916 cable* along Nayland street, which wou d increase the current supp'y to consumers and feed the proposed lighting schemes at the la*n tennis club's grciindfl in Heberden avenue. In all 1.275.0A0 gallons of water had been delivered from the wc))s to Shag Rock reservoir, and of this 6:6,000" salons wer9 pumped to the upner reservoir. On the 3rd inst., the pumps r.t '.ho Woolston pumping station wcic put in action and C(O3 galions per hour were being de ivered at the reservoir p.l the cutting. The quantity of water now being delivered was &< pumping side, 8 well*. 0600 ga'lons rer hour; Rst Is'and, 5 weiis, JV525 gallons per hour; Woolnton. 2 wells, 6000 ga-Ilone per hour; total. 11,825. It was agreed that applications be invited for tho |x>sition of ranger. Mr G. F. Alien wrote asking on behalf of a number of societies that the concreting of the bathing shelters be deferred. The matter was referred to the next meeting. NEW BRIGHTON. The N4w Brighton Borough Connril met la»t night. Present: The Mayor (Mr J. Gamble), and Crs. J. H. Shaw, T. Ward, E. A. heaver, T>. Sne'.l, J. Scott, E. A. F. J. Scott, W. H. Gahagan, and H. A. Glasson. Mr 1). G. Sullivan, M.P., wrote stating that he would be pleased to assist in any way possible -with the opening of the new Post Offire. , , The United Burgesses' Association reported that complaints had been received regarding the unsatisfactory state of Page's rORd. The Association asked for the Council's co-operafion with the other local bodies concerned in having the necessary repairs effected to the roadway. The local Municipal Band intimated that it would' give an open-air concert at South Brighton on Sunday. Mr L. Harper applied for permission to run a bowling alley during the Christmas holidays on the foreshore. —Referred to Summer Programme Committee, with power to act.

The Heathcote County Council advised that the Council's request regarding costing of future work on Page's road would be carried out.

Mr J. X. Clarke, in reply to a letter regarding the nuisance caused by horses being on the foreshore, wrote that be had issued instructions to his employees to observe the Council's request in the matter. The Works Committee reported that the chairman and Town Clerk had been appointed to so into the question of the formation of roads in the outlying portion of the borough. The Borough Engineer reported that Rat Island belonged to the Department of' Crown Lands. 'He considered that the Council should have some say in regard to the island for the purpose of obtaining supplies of clay therefrom. Crs. Gahagan and Glasson were appointed to interview the engineer in the matter and report. It was decided to ask Mrs F. E. Lawry, owner of the land across which the approach to the South Brighton bridge will be formed, to submit a price for it. The work to be done on the facilities in the Rawhiti Domain was left in the hands of Crs. Shaw and Langford. Jt was resolved to ask the Tramway Board if a seat could be placed on the east side of Union street As . scouring was reported to be taking place around the North Beach Peace Memorial building, the chairman of the Works Committee was asked to view the place and to do what work was necessary. It was decided to conduct an Informal ceremony. on v the occasion of the opening of the new Post Office. The Mayor and Crs. Shaw and J. Scott were appointed a committee to make the necessary arrangements. it was agreed that proceedings should at once be taken against those pnrson3 found speeding with cars at North Beach. The Finance Committee reported that Mr J. Johnson bad asked for a remission of rates on a property which had been unoccupied for some time.—lt was decided to reply that as the Council rates on the unimproved value, it had no power to remit rates. The Municipal Electricity Department forwarded plan of a sub-station which it proposed to erect in Osborne terrace.—lt was decided to grant the department permission to build the sob-station in brick.

Mrs Henry's offer to lease the shop, etc., on the foreshore was accepted. The Summer Programme Committee stated that Mr C. H. Agar had offered the Council the sum of £125 per annum for the sole rights to rtfh amusements and stalls on the foreshore.—lt was decided to. reply that '1 he Council could not entertain the offer, hut was prepared to consider offers for individual sites.

Mr J. V. Lumly applied for a site on the foreshore to run flying boats.—The application was granted, at a fee of JEIO /or the season.

It was agreed to grant the .Wesley Church Sunday School permission to hold its picnic in the Rawhiti Domain.

It was decided that for I he future applications for permission to hold stalls in the streets of the borough must reach the Council ! three weeks prior to the date upon which it is proposed to hold the stall. In reply to Cr. J. Scott, the Mavor said the proposed bridge at South Brighton would be erected at a height of ten feet clear from the river. A petition was received from residents and property-owners of Jubilee avenne regarding a I proposal to requisition for a loan for the purpose of improvements.—Referred to Works i Committee. i ASHBURTON. The fortnightly meeting of the Aehburton Borough Council was held k«t evening. Present-Thc Mayor (Mr I!. Galbraith), and Crs. W. H. Woods, V. Z. 1). Ferrimsn, B, M. Dunlop, J. W. In submitting an amended plan of the work desired to be carried out in Baring square West, the Advance Aehburton Association wrote, stating that the plan had been chosen ns being effective and economical, and if the Council approved the plan, tenders would be called immediately. The Association had l had to replace a long stretch of fence dee troy ed by fire two years ago, and feared this may happen again unless the Department removed this menace. * The plans were adopted, and Crs. Dunlop and Seldon were appointed to accompany the representatives of the A.A.A. in waiting upon the District Railway Kngineer. It was decided to draw the Railway Department's attention to the danger of the long grass mentioned in the letter. The Aahburton Sports Association forwarded to the Domain Board an offer of £135, being £5 in excess of that paid last year, for rental of 'the Domain for the ensuing year. Tho letter- was referred to the Domain Committee-, with power to aet. Permission was granted,the C'nnstchurch grocesa to hold; their annual picnic in the Domain on January 23rd, 1928. The Mayor said he doubted if the Council had the power to comply with the forth-

coming- request of the County Council for a contribution towards the coat of erecting protective works above Rawle's ford. Cr. Bowden said the Council- should take a neutral stand and recognise no liability until its position was ascertained. It was decided to write to the Municipal Association and enquire if the ffouncil had power to contribute towards the work.
