Admiral Hilary Jones, a, member of j the Nary General Board, speaking ut, j the National Navy Bay celebration at j Philadelphia, declared that- ships, not! aeroplanes, were the first line of tha] nation's defence. Aviation had intro-j duced a new and highly important development in naval warfare. . Aviation, had taken its place as an. important element of the fleet, in the i fleet exercises of sea power, and could not be separated therefrom. The pur- j pose of the Naval Air Service was to contribute to the success of the fleet in battle, and therefore tho fleet's ultimate exercise of sea power in peacetime organisations must be built up> ■with that object and no other in view.
