FRENCH WAR ORGANISATION.
M. PAINLEVE'S BILL. (bt. cable—press association—cortsiwr.) I"THK TIMES.") (Received .July t»th, midnight.) LONDON, July 8. Tho Paris correspondent of the London "Times" says that the Bill tabled by M. Painleve, as Minister for War. provides for the organisation of tho nation for war. It is pointed out that although during the t'Sreat War all the resources of the belligerents, both iu men and materials, were eventually mobilised, it took time, and the organisation had to bo improvised. The French Government now intends to make it possible in case of war to harness the wholo nation immediately for purposes of national defence by issuing the necessary orders.
