GOVERNMENT FORECASTS HEAVY EXPENDITURE. (bt cable— phxbs association—copyright.) (aubtralun and k.k. cable associatiok.) MELBOUENE, July 9. The Earl of Stradbroke, GovernorGeneral, in opening the Victorian Parliament for the last time before his term of office expires, took the opportunity to bid farewell to the Government and people of his State. The speech contained no surprises. A Commission would be set up to recast seats in the Legislative Assembly; a scheme of road construction involving an annual expenditure of £2,000,000, with an additional £1,000,000 annual grant from tho Commonwealth Government for Ave years, would bo entered upon; a measure would be submitted for the establishment of a compulsory wheat pool with a guarantee of 75 per cent, by the State. The Government proposes that henceforth Anzac Day shall bo a public holiday.
